- Evaluation of the simplification measures for the awarding of contracts for supplies and services under the Konjunkturpaket II (Economic Stimulus Package II):
During the term of the simplification measures, awarding authorities were in fact free to choose the award procedures up to a contract amount of EUR 100,000 (excl. VAT). The obligation to provide evidence of the particular urgency of procurement if the priority of the public tender had not been followed therefore ceased to apply for the years 2009 and 2010. In order to guarantee a high degree of transparency, information on restricted invitations to tender and direct awards without a call for competition were to be published on Internet portals or websites for contracts with a value of 25,000 euros or more. Our task was to analyse the effects of simplified procurement law on public procurement on behalf of the Federal Ministry of Economics and Technology for the years 2010 and 2011. Our evaluation then served as an impact analysis of the simplification rules.
"Einkäufer Staat" as an innovation driver:
The research project "Einkäufer Staat" as a Driver of Innovation: Development Potential and Need for Action for a more Innovative Procurement in German Public Procurement "of Wegweiser GmbH Berlin Research & Strategy in cooperation with the Technical University Berlin and Orrick, Hölters & Elsing deals with the chances and potentials of a stronger innovation orientation in public procurement in Germany. This involves both the purchase of innovative products and the consistent use of innovative procurement processes by the public sector. The final report can be downloaded free of charge.
- Accompanying research to the pilot project "Electronic Awarding of Federal Government Contracts (E-Awarding)":
Together with the Fraunhofer Institute for Industrial Engineering (IAO), Wegweiser GmbH Berlin Research & Strategy was responsible in 2002 for the accompanying research to the pilot project "Electronic Awarding of Federal Government Contracts (E-Awarding)" for the realisation of digital communication between industry and administration. The research project comprised the consideration of the concrete existing technological and organizational solutions, the consideration of the environment of the developed solution and the investigation of the economic and competitive effects, acceptance factors and possible acceptance barriers as well as the creation of a guideline "E-Awarding" for interested companies.
- Monitoring IT, Procurement & Logistics in Hospitals 2017:
The cost pressure in hospitals has worsened significantly in recent years due to increasing patient numbers and continuously rising hospital expenses. Against this background, Wegweiser carried out the study "Monitoring IT, Purchasing & Logistics 2017" in cooperation with Prof. Dr. Dr. von Eiff, Head of the Centre for Hospital Management at the University of Münster in the run-up to the 8th Hospital Procurement Congress. The short study surveys the current situation, particularly with regard to purchasing and logistics, and identifies extensive optimisation potential in the areas of material cost management, comprehensive digitisation of processes and automation of logistics processes.
- Future Panel State & Administration 2014:
For more than ten years, Wegweiser, in cooperation with the Hertie School of Governance, has been conducting this unique continuous survey on the progress, trends, perspectives and challenges of e-government and administrative modernisation in Germany. The Future Panel State & Administration will be published to accompany the Future Congress.
- Monitoring, Procurement & Logistics in Hospitals 2014
- Investment Barometer Germany-Russia 2012:
In cooperation with the Association of the Russian Economy in Germany, Wegweiser carried out the multi-client study "Investment Barometer Germany-Russia 2012". The investor friendliness of German federal states and Russian regions was examined. The study also evaluated measures taken by the federal states to promote foreign trade and collected requirements for service companies that advise and support German investors in their investment projects in Russia.
- Status quo, Challenges and Development Perspectives for Picture Archiving and Communication Systems:
Wegweiser GmbH Berlin Research & Strategy carried out this study in the summer to gain an overview of the distribution and use of Picture Archiving and Communication Systems (PACS) in German radiology. The study examined the situation on the PACS market, analyzing topics such as the distribution and use of PACS, future market volumes and market shares of individual manufacturers. In addition, detailed information on the buying-center-structure of the hospitals in the procurement of PACS, sources of information used and product characteristics relevant to decision-making were obtained.
- Development of a corporate and marketing communication for ÖPP Deutschland AG:
ÖPP Deutschland AG (Partnerships Germany) is an independent consulting firm for public authorities promoting Public-Private Partnerships (PPPs). Wegweiser GmbH Berlin Research & Strategy was responsible for the development and implementation of the company's corporate identity, corporate design and corporate communications.
- PR consulting services for the Bundesanstalt für Immobilienaufgaben (Institute for Federal Real Estate):
The Bundesanstalt für Immobilienaufgaben (BImA) is the real estate service provider of the federal government and has taken on the tasks and staff of the former federal asset management. Wegweiser GmbH Berlin Research & Strategy was responsible for the development and implementation of an integrated PR strategy including marketing concept and strategy, marketing kit, external and internal communication, as well as a website and image initiative for the BImA launch.
