Besides the after-effects of the financial and economic crisis, it is first of all, the obligations arising out of the EU bail-out fund and the debt brakes that force public administration to save and to reorganize structures and processes more efficient. At the same time the demographic change is drastically imposing pressure on appropriate structural and financial models. According to the monitoring of eGovernment and modernization of administration the administrations of Germany are also concerned about the availability of qualified specialists. Against this background, Yearbook Modernization of Public Administration 2012 focuses on attempts towards solutions for the reform of the administrations and for reorganization of budget.
